Dr. Harvey has an eclectic professional background that covers both natural and socio-economic aspects of rural development. He is a science graduate of the University of Oxford, holds a Masters degree in Agricultural Economics from Wye College, University of London and has his PhD in Biological Sciences from the University of East Anglia.
As a qualified biologist, especially in the areas of ecology and entomology, Dr. Harvey has extensive experience of development projects related to the natural world. He has specialized in plant protection, especially in the control of migratory pests. In particular he has worked on locusts and grasshoppers and the ecology of arid and semi-arid tropical environments.
In addition as an agricultural economist, specializing in economies in transition, development, environmental economics, he has managed projects related to agricultural value chains and food security.
Dr. Harvey’s geographic experience is extensive and includes Africa, Central Asia, MENA and
Central America. Most recently he was Regional Manager, IDEA-NEW, North-Central Region, Afghanistan. This project was a USAID-funded alternative livelihoods programme designed to promote political stability through economic development. He managed all project functions and activities in the region, to achieve project objectives, meet targets set in the project work plan, maintain staff security, and supervise the staff in the regional office.

Prior to Afghanistan, Dr. Harvey worked in Ethiopia, Eritrea, Kazakhstan, Uzbekistan and Yemen. He established am Africa regional migratory pest monitoring and control system covering Botswana, Kenya, Malawi, Mozambique, Swaziland, Tanzania, Uganda, Zambia and Zimbabwe.
As a professional biologist working in East and Central Africa, he maintained close informal links with wildlife ecologists and conservationists, participated in research in Serengeti National Park and took a close interest in social issues relating to conservation and climate change. Much of this work was for the UN Food and Agriculture Organisation (FAO).
Dr. Harvey was recently commissioned by USAID to write the Pesticide Evaluation and Safe User Action Plan (PERSUAP) to cover all projects in Afghanistan. This is a statutory document which specifies which pesticides may be used or funded by USAID projects and also stipulates how and when they may be used to ensure compliance with health and environmental restrictions.
